Workers cripple NCAA, disrupt activities over condition of service, others

  • Minister sues for peace, invites unions

Aviation unions today shut-down the offices of the Nigerian Civil Aviation Authority (NCAA) at the Lagos airport and other parts of the country in protest against the new organogram approved for the agency by the Federal Government.

The unions are: Air Transport Services Senior Staff Association of Nigeria (ATSSSAN) and the National Union of Air Transport Employees (NUATE).

Others are the Association of Nigerian Aviation Professionals (ANAP) and the National Association of Aircraft Pilots and Engineers (NAAPE).

The unions blocked the entrances of the NCAA headquarters and its annex office, chanting solidarity songs.

They also carried placards with inscriptions such as “Collapse organogram structure”, “Our Mumu don dooo” and “Our demands: expanded organogram, staff, friendly condition of service, negotiated staff health and insurance policy”.

In a swift move to forestall prolonged face-off with labour, Minister of State for Aviation, Hadi Sirika invited the unions to a meeting to address all issues raised by the workers.

Spokesman for NCAA, Sam Adurogboye in a statement said the authority had absolute confidence that the meeting between the Minister and  the Unions would provide amicable resolution.

The NCAA appealed to all aviation stakeholders who were not able to access services at our offices today to remain calm as normalcy will soon be restored.

However, their protest did not disrupt flight operations at the nation’s busiest airport as airlines and their passengers were allowed to go about their businesses unhindered.

Speaking on their behalf, the Deputy General Secretary of ATSSSAN, Mr Francis Akinjole, said the indefinite industrial action followed the expiration of the seven-day ultimatum given to management to resolve the issues.

“We did not choose this date because we gave them a seven-day notice which expired on Monday and the unions had reviewed it; and we decided that the best thing to do is to carry out this action.

“This is because the management is of the opinion that we will never do anything and that is how they have been doing for a while now,” he said.

Akinjole noted that the immediate cause of the protest was promotion because some workers sat for promotion in NCAA in 2017, they passed but the management said there was no vacancy.

He noted that the only means the management could manufacture vacancy was by reviewing the organogram that had been used since the inception of NCAA.

Akinjole said the present organogram was even outdated because the staff strength had increased which even needed further expansion.

“There was a practical need to have an enlargement of the organogram and committee was set up. Even the Minister of State for Aviation, Hadi Sirika, was represented.

“Then there was a ministerial committee that was set up by the minister and they met with the NCAA management and the unions which we called the tripartite committee.

“They deliberated upon how the organogram can be enhanced and solve the problem created by lack of vacancy in NCAA.

“Unfortunately, when the report by the committee was presented to the minister two to three weeks ago, the report was something entirely different from what we agreed at the committee level.

“Instead of enlarging, they collapsed some directorates. So the question now is what was the essence of the committee that was set up by the minister? ” he said.

Akinjole said the new organogram recommended the collapse of Consumer Protection, Licensing Standards, General Aviation, Aeromedicals and Legal Services Directorates.

He said the move would annihilate several existing manned positions of Assistant General Managers, Deputy General Managers, General Managers and Directors in the various Directorates thereby leading to future redundancy.

Akinjole maintained that the industrial action would continue until the Federal Ministry of Transportation (Aviation) and the NCAA management accede to their demands to review the organogram.
