Intrigues as FG sets to replace NAMA, FAAN, NCAA chiefs

The Federal Government has concluded plans to effect a change in the leadership of three of the major aviation agencies. The agencies are the Nigerian Airspace Management Agency (NAMA), the Federal Airports Authority of Nigeria (FAAN) and the Nigerian Civil Aviation Authority (NCAA).
To be affected are Mr. Emmanuel Anyasi of NAMA, Saleh Dunoma of FAAN and most likely Capt. Muhtar Usman of NCAA as the trio are said to have reached the mandatory retirement age of 35 years in service or stipulated 60 years of age.
The compulsory retirement age for all grades in the service is 60 years or 35 years pensionable service, whichever comes first.
The Civil Service Rule (CSR 020810 (ii) further states: “ No officer shall be allowed to remain in service after attaining 60 years or 35 years of pensionable service whichever comes earlier” meaning also that the NAMA acting MD who has spent 35 years in service in November is also eligible for a terminal leave.
Already, Anyasi, an engineer is expected to retire on January 22, 2017. It is not clear who will replace him.
Anyasi, who was a former Director of Engineering, was appointed Acting Managing Director early this year following the arrest and arraignment of the former Managing Director of the agency, Ibrahim Abdulsalam and some of his directors in alleged N6.5 billion fraud. They had since pleaded not guilty to the charges as their trial continues at the Federal High Court, Lagos.
For the FAAN MD, he had since passed his retirement age but was kept in the saddle until government finds a capable replacement. The same situation applies to the Director-General of NCAA.
Usman was confirmed substantive director general in 2015. He briefly worked at Accident Investigation Bureau (AIB) as Chief Executive Officer.
The situation could see many directors exiting the agencies as there are high level intrigues and lobby to keep their jobs.
Some of the Directors are said to be lobbying people in the Presidency to save their jobs. The lobbyists have also made contacts with highly placed law makers in a bid to exempt them from the looming sack.
A source told New Telegraph that the situation has led to ‘temporary’ suspension of the exercise in NAMA and NCAA after many top officials were laid off in FAAN two months ago.
Also to be affected in the new exercise are General Managers and others on different grade levels whom the Minister of State for Aviation, Hadi Sirika said are surplus to requirement.
Sirika had penultimate week declared that declared that the ongoing restructuring at FAAN was far from over and that the NCAA, NAMA would be affected too.
“Already, the government has started redeploying, re-assigning, demoting and even terminating appointments of workers in what it calls improper placement of staff members at these agencies, especially in FAAN, where the workers have felt the full positive impact of the restructuring.”
In October, about 21 senior officials of FAAN were sacked in a major shake-up, with those affected including directors, general managers and deputy general managers.
Sirika said that the restructuring became imperative because of the high number of general managers in the agencies, adding that a total of 88 persons were general managers on grade level 17 in the agencies.
He said the Federal Government was handling the restructuring in phases and that it would go round in order to get leaner and more effective agencies.
The minister added that the ministry had received the approval from the Presidency to rejig the AVSEC, adding that the development would lead to the arming of its officials.
Aside the situation in NAMA, it is not clear who the government would replace the exiting agencies bosses with as there are plans by government to balance the appointments to avoid tilting towards a particular region.
